During FY 2021-22 Strategic Budget Retreat, the Board of Commissioners discussed the creation of a Stormwater Management Utility. The purpose of this utility is to generate an additional revenue source for the operation, maintenance, and improvement of the town’s stormwater collection system. This dedicated revenue source is more equitable than property tax and places less burden on the general fund. It will be used to support the long-term planning efforts to control stormwater runoff and mitigate flooding potentials.
The stormwater fee structure uses impervious surface area based on equivalent residential units (ERU). The Town of Burgaw uses an average ERU of 2,400 square feet of impervious surfaces such as rooftops, driveways, sidewalks, and parking lots per property. All single-family residential are billed at the flat ERU rate. All commercial, industrial, institutional, and multi-family properties are billed per ERU. The structure of the Stormwater Management Utility is set forth by ordinance contained herein and located in Chapter 36, Article VIII of the Town of Burgaw Code of Ordinance.
